eBay has accidentally leaked information about the January 2025 Seller Update, revealing a planned Final Value Fee increase for the US and more!
While the official announcement isn't out yet, it appears someone accidentally set the discussion topics live on the eBay US community, giving a sneak peek into what's changing.
Final Value Fees will be increasing across most categories up to 0.35%, effective February 14, 2025.

2025 final value fee adjustments
To support these and future enhancements, we’ll be adjusting final value fees in most categories starting February 14, 2025, with increases ranging up to a maximum of 0.35%.
We remain committed to offering competitive fees that reflect the value you receive from selling on eBay.
The details are in - here's how the fee increase breaks down:
Non-Store & Starter Store Sellers
Most categories will have the 0.35% increase with a few exceptions:
NFTs, Heavy Equipment, Handbags, Coins & Paper Money (excluding Bullion), Jewelry & Watches, Comic Books, Trading Cards, and Collectible Card Games will not see any fee increase.
And Sneakers over $150 will not see an increase, but under $150 will go from 13.25% to 13.6%.
Basic & Above Store Subscription
This is a much longer list broken down into more categories, so I'll just call out the categories which are not seeing a 0.35% increase.
NFTs, Heavy Equipment, Handbags, Coins & Paper Money (excluding Bullion), Jewelry & Watches, Comic Books, Trading Cards, and Collectible Card Games will not see any fee increase.
Sneakers over $150 will not see an increase, but under $150 will go from 12.35% to 12.7%.
Bullion is only increasing 0.15%, from 7.35% to 7.5% on items $1,500 or less, no increase above $1,500.
Motors Parts/Accessories and Supplies are also only increasing 0.15% from 11.35% to 11.5% in some sub-categories and from 9.35% to 9.5% in others.
All other categories appear to have the 0.35% increase, though sellers are of course encouraged to view the full details from eBay to confirm what the new fee rates will be for the categories in which the sell.

How it works
Simply click on a buyer’s name from the Orders tab in Seller Hub to view their details. Their information will show up in a pop-up box, similar to the one you see here. You can also click on ‘All orders’ to view a detailed list of orders they’ve placed with you.
This isn't really a new feature - it was demoed at the last seller check in event in October and has been live for most sellers for a couple months.
Introducing new conditions for pre-loved clothing

What you need to know
We’re expanding our item condition options for pre-loved clothing to enhance transparency in this category, and make the selling and buying experience even better.Starting February 4, 2025, you’ll need to use our new item condition options that provide you with a wider range of choices, making it easy for you to describe your item as accurately as possible.
3 new pre-owned conditions to choose from
Previously, when listing pre-loved clothing, you could only select ‘Pre-owned’ as the item condition.Soon, you’ll have three options to pick from: Pre-owned - Excellent, Pre-owned - Good, and Pre-owned - Fair. The existing ‘New with defects’ condition will also be renamed to ‘New with imperfections’ for items that are unworn but with visible flaws.
This is also not exactly new - it was previously announced in December.
Business Policy Page Redesign
What you need to know
Using business policies can save you valuable time when you’re creating listings. Rather than adding your payment, returns, and shipping information item by item, you can apply your chosen settings across entire groups of listings by creating policies. This is particularly useful for sellers who manage a large number of listings and want to make comprehensive adjustments from a central space.Now, with a streamlined layout and improved functionality, it’s easier than ever to manage your listings from the new business policy page. Delivery has also been simplified, and you’ll be able to choose your shipping method from pre-populated lists, including the carrier’s logo, so it’s intuitive and quick to set up your policies and get back to selling.
And unsurprisingly, eBay did not include mention of the recent Payment Terms of Use update which will see fund held until after delivery for "some" sellers.
eBay UK Seller Update
The UK seller update does not include a Final Value Fee increase for business sellers, but does include a section about the new pre-loved clothing conditions, introduces the bulk AI listing tool to the UK market, updates to the business policy page design, and of course a reminder about the new Buyer Protection Fee that is set to take effect on February 4th.
eBay didn't mention it in the update, but private UK sellers should also be aware their payments will be held until after delivery starting February 4th as well and that use of Simple Delivery managed shipping will become mandatory for eligible items sometime in Q1 2025 t00.
eBay Germany Seller Update
The eBay.DE seller update also does not include a Final Value Fee increase, but does include a section about the new pre-loved clothing conditions, introduces the bulk AI listing tool to the German market, updates to the business policies/ seller terms and conditions page design, and the recent changes to how Promoted Listings ad attribution works on the .DE site.
eBay Canada Seller Update
eBay Canada will also be seeing Final Value Fee increases across most categories, as well as new pre-loved clothing conditions, finally having access to Coded Coupons, information on how to comply with new greenwashing legislation.
Surprisingly not mentioned in the Canada update: store subscribers will no longer receive quarterly shipping supply coupons:
