eBay Markdown Promotion Manager Unknown Error

Unable to create or edit promotions - When a seller tries they get the following error: "Unknown application error".

eBay sellers are reporting receiving an "unknown application" error when trying to create or revise sales and promotions.
Nothing can be revised....I keep getting the error "unknown application error" when I try to add items to a markdown sale, extend it or try to add a new promotion. This is a business killer! PLEASE FIX THIS!
I'm trying to change the date on a coupon and getting this
"We ran into a problem, but we're working on it. Please try later."
Affected seller say they've tried different browsers and devices, but that hasn't resolved the issue.
I was able to replicate the error as well, receiving the unknown application message when selecting items for an order discount promotion.
I'm not sure if it's related, but I also noticed if you click the question mark in the upper right for the eBay Assistant while on any of the promotion creation pages, there is a page not found error.
