Problems With eBay's New International Shipping Program

eBay CEO Jamie Iannone announced at eBay Open that a new International Shipping program would be "coming soon" to replace the Global Shipping program, rolling out over the next 12 months.

It's finally starting and early adopters are already reporting problems.

First and most troubling, multiiple sellers have reported being opted into the program without permission or warning - even when they had not previously been enrolled in the Global Shipping Program.

This is causing problems with sellers being hit with Verified Rights Owner (VeRO) complaints from brands that do not allow their items to be sold internationally and appears to also be causing possible payment issues.

We had set all of our listings to "Domestic only" as we have had previous issues with vero complaints for the "Parallel Import Policy" when listing Levi's jeans.

Unbeknownst to us ebay made a change enrolling us (and I'm assuming everyone else) into the "Ebay International Shipping" program making our listings available for sale internationally.

We have now received a Vero complaint and had many listings removed because of this. We have opted out so this will not happen again but eBay you need to be aware that automatically enrolling people into this can cause this problem.

We too seem to have been auto enrolled and we then opted out again. This has happened no fewer than 10 times this year. Have ebay replied to you stating that they have had technical issues? Or is there somewhere ebay have posted that this has been a technical issue?

FYI. New International Shipping Program, its another fiasco.
Had a buyer from UK, that after they accepted my offer, they were not able to pay. Buyer was kind enough, to let me know about the issue. On the first time that they accepted the offer, I cancel and post it the item again. Same buyer bought item for the second time, and was not able to pay again.…

On the first time that they accepted the offer, I cancel and post it the item again. Same buyer bought item for the second time, and was not able to pay again. At the end, buyer decided to use a freight forwarding company.

If you are having issue with international buyers, not paying after they accepted a offer. They are not paying, because they can't make the payment. I hope that this helps some one.

was wondering why i was getting offers from Canada all of a sudden -- evidently i was opted into the international shipping program .....

One seller is having trouble getting the new eBay International Shipping to work with Business Policies. Another seller offered a possible workaround.

So we're a medium to large seller (plenty of larger ones, but we're not tiny either), so we use Business Policies to manage our shipping settings, rather than picking them per listing. When eBay launched the new International Shipping program, it sounded appealing since we already use the Global Shipping Program, but all the instructions are for sellers who use individual listing settings for shipping, and not Business Policies.

On the Policy settings for a Shipping Policy, we still only get the option for the Global Shipping Program, not the new International Shipping Program. Are we able to switch, or are we at eBay's mercy waiting for them to enable that setting for Business Policies?

I know this is marked already as Resolved, but wanted to add this about using the new eBay International Shipping when using business policies.

I got the email that I was in the program, but I didn't see the option to select it in my business policies under international shipping.

So I did some tests, and what worked for me was setting my business policy to "No international shipping"

When I updated my listings, they all now show eBay International Shipping when selecting a country outside the US.

TLDR: Remove International Shipping options in Business Policies. This will enable "eBay International Shipping" for your listings if you're in the program.
